The long time average for the prediction is working because of the repetitive action of the rains in filling up the dams during the monsoons and emptying them in the dry season in accordance with water demand.

Heavy rains resulted in floods in China and loss of lives. Also forest fires blazed in Southern California. Applying the precautionary principle, these were caused by the dam surges of hundreds of thousands of terawatts of power as the south west monsoon progressed and there were surges of changes in world dam contents.
Cloud cover over India is hovering around the center of gravity of dams as of 27 June 2016 at 22.35, 82.65:

While San Andreas fault is near the California forest blazes(83 km away), the dam surges at present are unable to crack the tough nut that San Andreas fault is, but are able to cause floods and forest fires.
We should watch out for the faults like San Andreas as the monsoon progresses and dam content changes reach a cresendo in the coming days.

Heavy rains resulted in floods in China and loss of lives. Also forest fires blazed in Southern California. Applying the precautionary principle, these were caused by the dam surges of hundreds of thousands of terawatts of power as the south west monsoon progressed and there were surges of changes in world dam contents.
